What is testing for national individual vehicle approval?
National individual vehicle approval consists in testing a new, unregistered vehicle, which does not carry a certificate of conformity (CoC) at the current stage of vehicle completion. Such a vehicle should meet the relevant technical requirements of the Regulation of the Minister for Infrastructure on the individual vehicle approval (Polish Journal of Laws of 2023, item 1715). Testing is carried out for a vehicle which has not obtained EC/EU type-approval certificate or type-approval certificate, or which, prior to registration, has undergone significant design changes that violate the previously obtained approval certificate. National individual approval allows the vehicle to be registered (identified by its VIN) and put into service within the territory of the Republic of Poland. The authority issuing the decision on national individual vehicle approval, based on tests carried out by BOSMAL Automotive Research and Development Institute as a technical service, is the Transport Technical Supervision in Poland.

What should be prepared to carry out a national individual vehicle approval procedure?
To carry out a national individual vehicle approval procedure, the following must be prepared:
- an application for issuing the certificate of national individual vehicle approval, drawn up in accordance with the template laid down in Annex 4 to the Regulation of the Ministry of Infrastructure (Polish journal of Laws of 2023, item 1715),
- an information document, as referred to in Art. 61 section 2 item 1 of the Law on the approval of vehicles and their equipment (Polish journal of Laws of 2023, item 919), drawn up in accordance with the template laid down in Annex 5 to the Regulation of the Ministry of Infrastructure on individual vehicle approval (Polish journal of Laws of 2023, item 1715) (cat. M, N, O, T, C, R, S and L),
- a certificate of conformity, delivered for each stage of completion of the vehicle – where issued,
- copies of the relevant certificates of EC/EU type approval of the equipment or components (where required),
- copies of the relevant UN type approval certificates (where required),
- a list of data and information on the vehicle required for vehicle registration, drawn up in accordance with the template laid down in Annex 7 to the Regulation of the Ministry of Infrastructure (Polish Journal of Laws of 2023, item 1715),
- a declaration drawn up in accordance with the template laid down in Art. 60 section 2 item 4 of the Law on the approval of vehicles and their equipment (Polish journal of Laws of 2023, item 919),
- the vehicle title (proof of ownership),
- written authorisation to represent the owner of the vehicle in the procedure of national individual approval at TDT (if applicable),
- a copy of the document proving payment of stamp duty (PLN 17), in cases where the vehicle owner is represented by another party at TDT (stamp duty on power of attorney):
